Job Description

The Country Manager will play a pivotal leadership role in the successful deployment, management, and ongoing enhancement of the Maldives Integrated Foreign Placement System (MiFPS). This position requires strategic oversight of all aspects of the system's implementation and operations across the country, ensuring that it functions efficiently, securely, and in alignment with national objectives and regulatory frameworks. The Country Manager will be the primary point of contact for government agencies, ministries, and other key stakeholders, facilitating effective communication, collaboration, and policy alignment. A deep understanding of public sector processes, digital governance systems, and the regulatory environment surrounding foreign workforce management in the Maldives is essential. The role also demands proactive engagement with both public and private sector partners to promote adoption, drive system improvements, and ensure that MiFPS continues to deliver high standards of transparency, accountability, and service excellence.

 

Key Responsibilities

  • Serve as the principal representative of BESTINET and MiFPS in the Maldives.
  • Manage and supervise daily operations of the MiFPS platform, ensuring seamless service delivery and compliance.
  • Collaborate with the Ministry of Homeland Security & Technology, Ministry of Economic Development, immigration authorities, recruitment agencies, and other stakeholders.
  • Drive strategic initiatives for system adoption, training, and onboarding of relevant institutions.
  • Monitor system performance, report technical and operational issues, and coordinate with HQ for resolutions.
  • Lead and manage local staff, partners, and service providers.
  • Ensure that all operations adhere to Maldivian laws, regulations, and data protection standards.
  • Provide regular updates and reports to BESTINET regional leadership.

Required Qualifications

  • Bachelor’s degree in Public Administration, Business Management, IT, or related field.
  • Minimum 5-7 years of experience in government liaison, digital systems implementation, or foreign workforce operations.
  • Strong understanding of Maldivian labor laws, immigration processes, and policy frameworks.
  • Proven leadership in managing cross-functional teams and large-scale projects.
  • Excellent interpersonal, communication, and negotiation skills.
  • Fluent in English and Dhivehi (both written and spoken).

Desirable Skills

  • Experience working with government technology (GovTech) platforms.
  • Established relationships within relevant Maldivian ministries and agencies.
  • Familiarity with digital platforms for labor migration and foreign worker placement.
  • Highly adaptable, strategic thinker with problem-solving capabilities.
