Qualification & Requirements:

  • Minimum 10 years of experience leading large, cross-functional projects and programmes, with proven expertise in stakeholder management, Agile and Waterfall delivery methodologies, budgeting, and risk control.
  • Bachelor’s degree in engineering or a related field (Construction Management, Construction Science, Civil Engineering, Construction Engineering, Building Science, or Building Studies).
  • Professional Architecture or Surveying certification or license such as PMP, PRINCE2, or Agile certification (Scrum, SAFe, etc.).
  • Technical skills: Demonstrates in-depth knowledge of construction methods, techniques, materials, and procedures, with a strong understanding of local building codes, safety regulations, and compliance requirements. Highly skilled in reading, interpreting, and managing contracts, blueprints, and design specifications, and proficient in cost estimation, budget management, and financial administration. Possesses solid knowledge of contract law, standard contract practices (such as AIA documents), and the management of RFIs and change orders. Experienced in using industry-standard project management and construction tools including Primavera P6, Microsoft Project, Jira, Procore, and Buildertrend, along with BIM and CAD software such as Autodesk and Bluebeam Revu for creating and reviewing digital models. Additionally, demonstrates advanced proficiency in the Microsoft Office Suite, particularly Excel, for data analysis, metrics, and reporting.
  • Core Project Management skills: Possesses advanced project planning and scheduling capabilities, including the development of work breakdown structures, critical path analysis, and effective resource leveling. Demonstrates strong risk management expertise through proactive identification, mitigation planning, and contingency strategies, along with effective scope and change management by evaluating impacts and controlling scope creep. Applies robust quality management practices focused on process optimization and the implementation of quality frameworks, and has proven experience in portfolio and program management, successfully overseeing multiple interdependent projects.
  • Leadership & team management skills: Demonstrates strong strategic leadership by setting a clear vision and aligning teams with project objectives, while actively mentoring and coaching team members to develop their skills and potential. Effectively manages performance through structured evaluations, constructive feedback, and clear accountability, and excels at influencing without authority by collaborating with executives and cross-functional stakeholders. Communicate confidently at the executive level, producing clear reports, impactful presentations, and well-structured business cases to support informed decision-making.
  • Business & Strategic skills: Demonstrates strong business acumen with a clear understanding of financial drivers, ROI, and operational impacts, complemented by effective strategic planning and execution. Experienced in organizational change management and team leadership, with a strong focus on mentoring and developing talent. Applies critical thinking and problem-solving skills to address complex challenges, remains adaptable under pressure, and drives continuous process improvement and optimization to enhance overall performance and efficiency.

Main Duties & Responsibilities:

 

  • Expert in BOQ preparation with detailed material and labour cost breakdowns; guides project teams and QS for accuracy.
  • Reviews drawings, specifications, and requirements to ensure BOQs reflect full project scope and costs.
  • Conducts site visits to verify completed works, including variations and omissions.
  • Coordinates with construction and technical teams to prepare regular progress and cost reports.
  • Provides cost and progress input to Finance, including invoicing recommendations based on actual work completed.
  • Ensures BOQs and cost reports comply with contracts and commercial terms.
  • Applies strong knowledge of materials, labour, plant, and site conditions for accurate cost planning.
  • Supports effective cost control, budgeting, and financial reporting across the project lifecycle.

Salary & Benefits:

  • Salary Negotiable based on qualification & Experience
