Consultation Notetakers for the 20-Year National Development Plan (2025–2045)
Positions: 15–20 | Duration: Up to 10 weeks, starting September 2025 | Location: Across the Maldives
Background
The Government of Maldives, with the Ministry of Finance and Planning and the President’s Office, is formulating a 20-year National Development Plan (NDP) to guide the country’s sustainable growth from 2025 to 2045. This plan will shape policies, investments, and development priorities, ensuring inclusive participation from communities across all islands.
Objective
Consultation notetakers will accurately and systematically document community and sectoral discussions, ensuring that diverse perspectives are faithfully recorded for the NDP process.
Key Responsibilities
Preparation
• Attend briefing and training sessions on consultation tools and notetaking formats.
• Review background materials, including the consultation toolkit and project concept note.
• Coordinate with facilitators to understand discussion flow and key focus areas for each session.
Notetaking During Consultations
• Take structured notes during townhall meetings and focus group discussions, organised by pre-identified thematic areas.
• Capture summarised points, quotes, and insights representing participants’ perspectives and priorities.
• Record consensus points, differing views, and notable statements.
• Reflect contributions from different demographic groups without bias or interpretation.
Post-Session Documentation
• Finalise and clean notes promptly after each session to ensure clarity and accuracy.
• Submit notes using the agreed reporting format within the set timeline.
• Coordinate with facilitators to align session reflections and summaries.
• Support thematic analysis if requested.
Qualifications and Experience
• Excellent listening and comprehension skills in Dhivehi; strong written communication skills in English.
• Ability to summarise and structure notes clearly and concisely.
• Experience in documenting consultations or community discussions.
• Capacity to synthesise key points in real time without verbatim transcription.
• Familiarity with topics such as economic development, governance, environment, and social inclusion.
• Understanding of Maldivian cultural and social contexts, with sensitivity to gender, inclusion, and diversity.
• Organised, detail-oriented, and able to meet short deadlines.
• Willingness and ability to travel extensively to island communities.
• Bachelor’s degree or diploma in a relevant field is an advantage but not essential for experienced candidates.

Reporting
Notetakers will report to the Fieldwork Manager and work full-time during the consultation period, with flexibility for travel and sessions outside regular working hours.
