Qualification:
- Bachelor’s degree in Social Sciences, Public Health, Development Studies, Management, Project Management, or a related field.
- Minimum 5 years of progressive experience in program leadership, preferably within NGOs, development organizations, or social sector institutions.
- Demonstrated experience in managing teams, multiple programs, and donor-funded projects.

Responsibilities and Accountabilities:
- Provide overall leadership and direction to the Program Department, ensuring high-quality program design, implementation, monitoring, and learning.
- Align SHE’s program with organizational strategy, national priorities, donor frameworks, and emerging socio-economic and community needs.
- Drive program innovation, integration, and adaptation to changing contexts.
- Serve as Head of Department for Program staff, providing supervision, mentoring, performance management, and professional development.
- Foster a collaborative, accountable, and high-performing team culture.
- Ensure clear systems, roles, workflows, and standard operating procedures within the Program Department.
- Lead identification, design, and development of new program concepts and competitive funding proposals.
- Contribute to resource mobilization strategies, donor engagement, advocacy, and strategic partnerships.
- Support negotiation of grants and agreements in coordination with senior management.
- Ensure effective monitoring, evaluation, accountability, and learning (MEAL) systems are applied across program.
- Promote evidence-based programming through surveys, studies, situation analyses, and learning reviews.
- Use data and lessons learned to improve program quality and decision-making.
- Ensure compliance with donor agreements, organizational policies, and regulatory requirements.
- Oversee timely, accurate, and high-quality narrative and financial reporting in coordination with Finance and senior management.
- Monitor programme budgets, expenditures, and risks, ensuring efficient use of resources and minimization of cost extensions.
- Build and sustain strong relationships with government entities, donors, partners, networks, and other stakeholders.
- Represent SHE in relevant technical, coordination, and policy forums when required.
- Formalize collaborations and partnerships that strengthen programme impact and sustainability.
- Contribute to SHE’s strategic planning, organizational development, and institutional strengthening as part of the management team.
